ABSU insists on time bound implementation

KOKRAJHAR, JUNE 26: A tripartite review meeting on the implementation of the Bodo Peace Accord 2020 was held on Thursday at North Block, Ministry of Home Affairs (MHA), New Delhi, involving representatives from the Government of India(GoI), the Government of Assam(GoA), and signatory Bodo organisations.

Notably, the BTR Peace Accord,2020(27th January) was signed in the presence of Union Home Minister, Amit Shah,Govt of India, representatives from Govt of Assam and Bodo organisation leaders representing All Bodo Students Union (ABSU),ex-NDFB and UBPO (United Bodo People’s Organisation) which was regarded as third Bodo Accord in the state of Assam. The peace is prevailed in Bodoland region since signing of BTR Peace Accord.

The meeting was chaired by Joint Secretary (North East), MHA, Neeraj Kumar Bansod, and attended by Deputy Secretary, MHA, N. R. Minz, Secretary, Home Department, Government of Assam, Partha Majumdar, Additional
DGP of Assam , Hiren Nath, and Principal Secretary of BTC, Akash Deep.

A 10- member delegation from the signatory organizations — the All Bodo Students’ Union (ABSU), ex-NDFB, and the United Bodo People’s Organization (UBPO) — participated in the deliberations under the leadership of ABSU president, Dipen Boro. The meeting focused on key unresolved issues and priority demands under the Bodo Peace Accord.

Issues including expansion of BTR to include Bodo-majority villages in Sonitpur, Biswanath, and southern areas adjoining the BTR; Amendment to Article 280 and the pending 125th Constitutional Amendment Bill to ensure greater autonomy and empowerment of BTR; granting of Scheduled Tribe (Hills) status to Boro Kachari people residing in Karbi Anglong; expedited notification of BKWAC villages under TAC and RHAC; fully implementation of the FRA Act within the BTR region; inclusion of educational institutions under government provincialisation; Case withdrawals, ex-gratia to martyrs’ families, and rehabilitation of former NDFB cadres,release from jail to DR Nabla and six others under CBI and 66 ex NDFB under NIA cases shifted to Assam and district level,recruitment in Assam police, Army, para military etc.
Special development package of 1500cr, established of NIT, NERIMS, Central University, Tribal university campus, Sports academy were discussed.

The signatory Bodo organisations termed the discussion as constructive and outcome-oriented, with emphasis laid on speedy and time-bound implementation of remaining commitments.

The ABSU leadership strongly reiterated the demand for visible progress before 2026, cautioning that failure to act within the stipulated timeframe may necessitate a democratic movement to ensure the rights and aspirations of the Bodo people are fulfilled.
ABSU president Dipen Boro told that the discussion was fruitful and emphasised on speedy implementation.
” The ABSU insisted on time bound implementation of the clauses of Bodo Accord before 2026 under the spirit of BTR Peace Accord”,Boro said.
