KOKRAJHAR, DEC 28: The one-day Winter Session of the Bodoland Territorial Council Legislative Assembly was held at the BTC Legislative Assembly House, Bodofa Nwgwr in Kokrajhar today. The session, chaired by Katiram Boro, speaker of the BTC Legislative Assembly, and the house unanimously passed the resolution for Green Bodoland Mission and Child Friendly & Child Labour Free Bodoland.
Pramod Boro, the chief executive member of Bodoland Territorial Region (BTR), who moved both the resolutions explained the need to ensure Environmentally Sustainable Development in line with the best practices and principles to ensure a green planet.
It is worth mentioning that the government of BTR has already been working towards various child friendly policies over the past three years.
The house was informed about the significant decisions which are the services of a total of 259 teaching and non-teaching staff of 10 Venture Degree Colleges in Bodoland Territorial Region have been provincialized vide order No. BTC/EDN-01/2022-23/Pt.I/39, dated 16/12/2023, in partial fulfilment of the Bodo Peace Accord 2020 (Clause No. 6.3).
The CEM Pramod Boro and the Executive Members, all the signatory organizations, particularly, the ABSU, UBPO, former leaders of the NDFB, and BTR Govt. Department of Education have been working on realizing this need very closely with the government of Assam. The colleges are

- Dimakuchi College, Dimakuchi, Udalguri
- Mushalpur College, Mushalpur, Baksa
- Tamulpur Degree Collge, Barkhopa, Tamulpur
- Gurudev Kalicharan Brahma College, Tipkai, Kokrajhar
- Borobazar College, Borobazar, Chirang
- Bhergaon College, Bhergaon, Udalguri
- Zamduar College, Zamduar, Kokrajhar
- Koklabari Chapaguri College, Hazuwa, Baksa
- Runikhata College, Runikhata, Chirang
The services of a total of 79 Assistant Professors, 65 Tutors, 108 Administration Staff and 7 Office Staff as Tutors will be provincialized along with the colleges.
In view of the several administrative anomalies during the previous month government’s rule, and in order to streamline proper and timely implementation of various government schemes, the overall monitoring and supervision of projects under 16 different subjects and matters were entrusted to Deputy Commissioners of Kokrajhar, Chirang, Baksa and Udalguri vide order No. BTC/BA-679/2020/46, dated 4th June, 2021. This order was issued with an aim to remove challenges like lack of accountability, lack of supervisions, delay in implementation of various schemes and programs of central govt./state govt. and govt. of BTR.
Presently, since the BTR government has been successful in streamlining good governance and effective service delivery to citizens of BTR, the said order has been withdrawn vide order No. BTC/IBA-679/2020/244. Deputy Commissioners of the BTR districts are mandated to report to Govt. of BTR vide Bodo Peace Accord 2020 (Clause No. 4.6) which states- “Deputy Commissioners in BTAD will report to Chief Executive Member of BTC through Chief Executive Officer in respect of all developmental activities in their districts with regard to the responsibilities assigned to them by BTC.” Such a measure may be taken in future again as and when the need is felt.
The house was also informed about the advertisements for filling up the 1216 posts of Elementary Teachers will be announced shortly by the BTR Govt. Education Department. This will greatly address the shortfall of teachers in the government/provincialized elementary schools across the region.
During the session, the two landmark resolutions moved by CEM Pramod Boro and were subsequently adopted unanimously after due discussions and deliberation which are included Green Bodoland Mission-Reclaiming the Climate for a Resilient and Sustainable Future in BTR which has been aiming to make mass-scale tree plantation in 2000 hectares of BTR totaling approximately one crore plants over two years, making plastic pollution reduction that will work towards ban of single-use plastic bans, and sustainable groundwater management for a resilient future. Two percent of the SOPD budget 2023-24 has been allocated toward the Green Bodoland Mission.
The house also paid tributes to veteran politician former minister Sarat Borkataki, gormer MP Bhadreswar Tanti, former MLA of Jania Aasahaque Ali and actor Jayanta Das who passed away recently. Speaker Katiram Boro administered one minute silence to all members as part of the tribute.
CEM Pramod Boro told that the house discussed deeply over the overall development and welfare of the citizens as the BTR government is committed to work for massive ushering of sustainable development.
He said that the BTR government has emphasized for good governance and rendering welfare services amongst the citizens. He informed that the BTR government has so far initiated various development and welfare schemes across the region.
